Pay $25 per cartoon on publication. Attach them to an email, jschmidt@ncra.org or mail them to the CARTOON EDITOR at NCRA 12030 Sunrise Valley Dr., Ste. 400, Reston, VA 20191 B & W cartoons. Publishes 10 Times a year.
You can read this magazine online, but to do so you have to join the NCRA, which costs $315 a year. Here is the link:
